office tabs opens new window in publisher when I add additional publisher documents

When I use office tabs in Word 365 it works fine. When I use office tabs in publisher, each additional tab opens another publisher window. when I delete a tab, it is removed from all the open publishers. if i close a window it eliminates all the other windows that have the same files.
