How to get a list of distinct value but depending on its dates

Consider two columns, Numbers and Dates. Those numbers and dates can be repeated. I want to make a bunch of formulas which read a distinct value based on the same dates. Please kindly find my attached file to better understand what I've just said. Many thanks in advance!
