Trouble reinstalling Kutools

Trying to upgrade to new version of software. I have a new license and have downloaded and tried the downloaded file as well as the MSI. Both install give error installing the software. The MSI gives attachment 1. The download gives attachment 2. the old version does not show up under remove programs in windows. I have delete all the files in the temp file under User/$usersname$/Appdata/local/temp. This is on a Surface Pro running windows 8.1 PRO.
