I have the paypal receipt for my Kutools purchase. Is the transaction ID the license code entered for the purchase?

If you have purchased the software via PayPal, please go to check your license information in the email account of your PayPal.
Or please send me your PayPal email address to jaychivo@extendoffice.com, we will resend the license information to you.

It seems you have a lot of problems with people finding their License codes after purchase. It would seem beneficial for you to make that process easier for your customers rather than keeping it the way it is.
I am experiencing the same issue. I paid with paypal and did not receive a license code. I also emailed you this afternoon. Please let me know what I need to do to get the license code. Thanks
