Convert complex european date/military time field to U.S. Date/standard time

I am looking at a series of fields that have date time as 15-02-2021 15:45
and I need to convert this to 02/15/2021 3:45 PM

I have found a working formula for the date but I can't get it to work
tied together with the military time conversion

Any help?
