Is reading Layout be able to be enable automatically or not???

Is reading Layout  be able to be enable automatically or not???  It doesn't seem like is able to enable when I close out excel and open again, I would like to be enable everytime when I open excel.  The explaination from the support page is so confused. 

From the spoort page:
Enable Reading Layout: tick this option, after settings and click Ok, the Reading Layout will be auto enabled.

Note: 3. This Reading Layout will not be enabled automatically when you launch the workbook next time.
