I have unchecked the "Automatically save items that have not been sent" box, but I'm still getting a draft of EVERY email window I open. How can I fix this?

Why does Outlook still save as draft a forwarded message with an attachment that I have said I did not want to save as draft? When asked if I want to save that message, I click "no" but will still find it saved in my Drafts folder afterwards. This only happens when I forward a message with an attachment. How do I deactivate this feature? Note that I do not want to not have draft messages automatically saved in my Drafts folder after 3 minutes.

When I have started to compose an email - allow it to sit for 20 minutes or more, return and finish the email, press send - it sits in the outbox. This is the only time I have issues. If I compose, complete the email and send right away, no issues. I have tried turning off the "Save in drafts" feature, but it does not help. Any thoughts on how to correct the issue? I am using Outlook 365 and the email account is an imap account.
