I've solved my problem. Thought I'd let other people know. My reply emails whether popped out or not, doesn't allow the font to be changed; it is greyed out. Sometimes I want to change the text font colour etc when replying within the text of an original email. Simply go to "Format Text" Make sure that the "Format" is "Rich Text", then the "Font" will become active, then go from there.

This process does not work in Outlook 2019. There is no color choice in the "replying or forwarding messages" font in outlook 2019. I am going nuts trying to change this because I want my reply text to be a bright, strong blue so it is easy to see the reply text.

When replying or forwarding a message and you are unable to change any font settings ie. the font, colors, bold, underline etc., click on the "Format Text" tab, then change to "Rich Text".

Or switch to HTML this is possibly the better option than Rich Text.

Hi. When you reply the message, go to Format text feature in top menu, then look for Format. Here you have 3 options. When you choose Format HTML, it will abilitate to you all colors/font/etc.
Good luck.
