Actually there is no direct way to create a recurring meeting repeating on 1st and 3rd Wednesday of every month in Outlook. However, you can create two monthly recurring meetings to achieve the same goal. Please do as follows:

1. In the Calendar view, please click Home > New Meeting to create a new meeting.

2. Now a blank Meeting window opens. Please click Meeting > Recurrence. See screenshot:

3. The Appointment Recurrence dialog box comes out, please: (1) In the Recurrence Pattern section, please check Monthly option, and then specify The first Wednesday of every 1 month(s) option; (2) Specify the Appointment time and Range of recurrence as you need; (3) Click the OK button.

4. It returns to the Meeting Series window, please add attendees, subject, location and meeting content as you need, finally click the Send button.

So far, it has created the first monthly recurring meeting which repeats on the first Wednesday of every month.

5. In the Calendar view, please select any occurrence of the new recurring meeting you created just now, drag and drop it into another date with holding the Ctrl key.

6. Now the selected occurrence is copied to a new date. Please double click to open the pasted one.

7. In the Meeting window, please click Meeting > Recurrence. See screenshot:

8. In the Appointment Recurrence dialog box, please do as follows: (1) In the Recurrence Pattern section, check Monthly option, and then specify The third Wednesday of every 1 month(s) option; (2) Specify the Range of recurrence same as the first monthly recurring meeting; (3) Click the OK button.

9. Now you return to the Meeting Series window, please click the Send button directly.

So far, you have created a series of meetings that occur on the 1st and 3rd Wednesday of every month.
