Arguments

1. Select a blank cell, copy the below formula into it and then press the Enter key.
=MIN(A2,B2)
2. Then drag the Fill Handle down to get all lower values.
Notes:
- In the formula, A2 and B2 are the cells you will pick the lower value from;
- This formula can also help: =IF(A2<B2,A2,B2).
